The Montgomery County Higher Education and Health Authority (the "Authority") will hold a public hearing on February 28, 2019 at 4:00 p.m. in the offices of the Authority's Solicitor located at the Law Office of Douglas B. Breidenbach, Jr., Esquire, 1200 High Street, Suite 301, Pottstown, Pennsylvania 19464 to discuss the issuance in one or more series of tax-exempt and taxable revenue bonds pursuant to a plan of finance (the "Bonds") for the following project (the "Project"):

INITIAL OWNER: Thomas Jefferson University, a Pennsylvania non-profit corporation, and certain of its educational and healthcare controlled affiliates (collectively, "TJU"), which consists of two divisions known as Jefferson and Jefferson Health. Jefferson offers educational degree programs primarily on the Center City Campus and the East Falls Campus. Jefferson Health provides inpatient and outpatient healthcare services in four geographical areas, including, but not limited to: Center City (at facilities known as Thomas Jefferson University Hospital, Jefferson Hospital for Neuroscience, Jefferson Methodist Hospital and Magee Rehabilitation Hospital); Abington (at facilities known as Abington Hospital and Abington - Lansdale Hospital); Northeast (at facilities known as Jefferson Bucks Hospital, Jefferson Frankford Hospital and Jefferson Torresdale Hospital); and New Jersey (at facilities known as Jefferson Cherry Hill Hospital, Jefferson Stratford Hospital and Jefferson Washington Township Hospital).

PRINCIPAL AMOUNT OF BONDS: not to exceed $550,000,000 (exclusive of any original issue discount or premium).

DESCRIPTION OF THE PROJECT TO BE FINANCED: The proceeds of the Bonds will be used to:

(1) pay all or a portion of the costs of the following:

(a) the removal of the existing Woodland Garage and replacement with a new three-story garage and miscellaneous renovations to the Zipley Garage, each located at Abington Hospital;

(b) the design, construction, renovation and equipping of an eight-story 245,000 square foot patient tower addition, a new 822 car parking garage, and helipad at Jefferson Washington Township Hospital; and

(c) miscellaneous capital projects including:
i. the acquisition, installation and implementation of a patient electronic records systems at various hospital
ii. exterior enhancements and renovations at Jefferson Methodist Hospital;
iii. the expansion of a hybrid operating room at Thomas Jefferson University Hospital;
iv. the acquisition and installation of a computer infrastructure system, renovations and equipment at various hospital locations;
v. the renovation of inpatient rooms at Jefferson Hospital for Neuroscience, including at the Gibbon Building; and
vi. the construction and equipping of a new medical oncology/infusion suite at the Sidney Kimmel Cancer Center of Jefferson Washington Township Hospital;
(2) refund the Authority's Hospital Revenue Bonds, Series B of 2012 (Abington Memorial Hospital Obligated Group), which were issued to finance and refinance hospital facilities at Abington Hospital - Jefferson Health and Abington-Lansdale Hospital - Jefferson Health);

(3) pay capitalized interest on the Bonds; and

(4) pay costs and expenses incident to the issuance of the Bonds.

LOCATION OF PROJECT: The facilities to be financed for the benefit of the TJU are located at:
