PUBLIC HEARING ON A PETROLEUM
PRODUCTS PIPELINE APPLICATION FOR A CHANGE IN DIRECTION OF SERVICE

On November 14, 2016, Laurel Pipe Line Company, L.P. ("Laurel" or the "Company") filed an application with the Pennsylvania Public Utility Commission ("PUC") seeking all necessary authority, approvals, and certificates of public convenience to change the direction of petroleum products transportation service to delivery points west of Eldorado Pennsylvania at Docket No. A-2016-2575829 ("Application"). On February 6, 2017, Laurel filed with the PUC an affiliated interest agreement between Laurel and Buckeye Pipe Line Company, L.P. at Docket No. G-2017-2587567 ("Capacity Agreement"). The Capacity Agreement is related to the reversal as set forth in the Application. The Administrative Law Judge granted Laurel's request to consolidate the Application and Capacity Agreement proceedings on March 3, 2017.

If the Company's Application is approved, service on Laurel's pipeline system to Eldorado and points west will be provided from Midwestern origin points pursuant to the Capacity Agreement. In order to facilitate these westbound movements, Laurel will cease providing deliveries over its pipeline system from origin points in Philadelphia to destination points west of Eldorado. However, Laurel will continue to provide service to all current origin and destination points.
