Philadelphia County has been awarded federal funds made available through the U.S. Department of Homeland Security's Federal Emergency Management Agency under the Emergency Food and Shelter Program (EFSP). Catholic Social Services administers this program in Philadelphia County. The local board, comprised of members from 10 local nonprofit agencies, will determine how the funds are distributed. Eligible agencies must be private voluntary nonprofits or units of government, eligible to receive Federal funds, have an accounting system, practice nondiscrimination, demonstrate the capacity to deliver emergency food and/or shelter programs and consult a voluntary board for private voluntary nonprofit applicants. Funds may be used by nonprofit organizations to provide mass shelter or safe haven to homeless individuals within the national and local guidelines, and are also available to agencies for emergency rent, mortgage, utility and food assistance.
