Public Hearing Notice

The Committee on Rules of the Council of the City of Philadelphia will hold a Public Hearing on Tuesday, June 13, 2017, at 10:00 AM, in Room 400, City Hall, to hear testimony on the following item:
170468 ... An Ordinance establishing a business improvement district encompassing certain existing and future hotel properties within the boundaries of the City of Philadelphia, to be known as the Philadelphia Hospitality Improvement Levy District (the "District"); designating the Philadelphia Hospitality Improvement Levy District Corporation to serve as Neighborhood Improvement District Management Association (the "NIDMA") for the District; approving a plan for the District, including a list of proposed programs and services related to the development and promotion of the hotel and tourism industry in the City and County of Philadelphia and their estimated cost; and providing for special assessment fees to be levied on affected property owners within the District to fund such programs and services; authorizing the Director of Commerce, on behalf of the City, to execute an agreement with the NIDMA for the District; and authorizing the NIDMA to assess affected property owners within the District and collect or cause to be collected special assessment fees to be used in accordance with the approved plan; all in accordance with the provisions of the Community and Economic Improvement Act.
This hearing is also being held in compliance with Section 5 of the Community and Economic Improvement Act (53 P.S. ยง 18105) for the purpose of receiving public comment from affected property owners on the proposed neighborhood improvement district plan for the proposed Philadelphia Hospitality Improvement Levy District ("District"), a copy of which is attached as Exhibit A to Bill No 170468. The Council of the City of Philadelphia initiated action to establish the proposed District by enacting Resolution No. 170487 (adopted May 11, 2017).
Immediately following the public hearing, a meeting of the Committee on Rules, open to the public, will be held to consider the action to be taken on the above listed item.
